Why this is demanding

At 2160p the GPU does roughly four times the pixel work it does at 1080p, and the CPU's contribution shrinks to almost nothing. The engine shifts the budget accordingly — these tiers put a materially larger share into the card than the 1080p page does, and the processor is chosen to keep up rather than to lead. VRAM and memory bandwidth are the constraints that bite first.

Questions

Do I need the most expensive processor for 4K?
No, and buying one is the most common 4K mistake. At this resolution the frame rate is set by the card; a mid-tier modern CPU keeps up with anything you put next to it.
Why is the cheapest 4K tier more than the top 1080p tier?
Because the card has to be genuinely larger. There is no arrangement of parts that makes a small GPU acceptable at 2160p, so the floor here is real rather than a marketing tier.
Will these run 4K at 120 fps?
Not in demanding titles, and any store that tells you otherwise is picking its benchmarks. In lighter games and with upscaling, yes.
